Bringing an urban vision to life
Hato Rey’s “Golden Mile” had long served as San Juan’s financial district but faced the challenges of limited vibrancy outside standard business hours. Popular envisioned a transformation: evolving the district from a 9-to-5 business zone into a dynamic, mixed-use, sustainable urban ecosystem blending work, commerce, recreation, and culture.
To deliver on this vision—an initiative requiring deep stakeholder alignment, complex phasing, and world-class execution—Banco Popular de Puerto Rico engaged Consertus as Program Manager and Owner’s Representative for the Popular Center District Program.

10-story tower with 30,000 sq. ft. fitness/wellness center, supermarket, bank branch, commercial space, and 768 parking spaces (including EV and cycling amenities)
A new urban narrative
Popular Center District’s transformation is creating a new urban narrative for San Juan—one that prioritizes livability, sustainability, and economic opportunity. Completion of phase two in 2027 will introduce even greater mixed-use opportunities, including new training centers, gardens, and culturally immersive spaces, cementing Popular Center District’s legacy as both a business anchor and an integrated urban community.

- Integrates essential services—workspaces, dining, wellness, shopping, and hospitality—into a single, walkable district.
- Elevates Hato Rey District’s role from financial enclave to vibrant city hub, extending activity and safety into evenings and weekends.

- Serves as a model for urban renewal, in synergy with San Juan’s metropolitan renaissance.
